Sick Leave Bank

Don't forget to donate to the Sick Leave Bank! We've already been able to support many members of our Cincinati State community through our donations. Andrea Cheng, a faculty member in Humanities and Sciences, wrote us this after she used the Sick Leave Bank:

I was diagnosed with breast cancer on Nov. 5, 2004. On November 17, I had a bilateral mastectomy followed by five months of chemotherapy.

Although some people work through cancer treatment, I felt that it would be best for my family (two teenagers at home at the time) and my health to stay home for the duration of the treatment. After I used up my sick days, I decided that I would take about two months of unpaid leave. When I called Davie Rainwater to tell her of my decision, she called me back an hour later and said that the sick leave bank would cover the duration of my treatment.

I am very grateful to the faculty of Cincinnati State for their generosity. Although I have good health insurance coverage, cancer treatment still incurs out of pocket expenses. For example, I was told to take an anti nausea drug before each chemotherapy treatment. Because there is no generic version of the drug, I paid one hundred dollars out of pocket for each prescription.

The donation of sick days allowed me to focus on the needs of my family rather than worrying about financial issues. I hope that I will be healthy enough in the coming years to donate days back to the bank.

What is the Sick Leave Bank?
The Sick Leave Bank was established in 2002 as part of the negotiations between College administration and Cincinnati State AAUP. It is described in both AAUP bargaining unit contracts. The purpose of the Sick Leave Bank is to provide additional sick leave to College employees who have exhausted their accumulated sick leave and otherwise qualify for leave.

Who can donate to the Sick Leave Bank?
Any member of AAUP Faculty Bargaining Unit 1 or Unit 2 who has accumulated more than 35 days of sick leave may donate time to the Sick Leave Bank. If you are not a member of an AAUP Unit and are interested in donating days to the Sick Leave Bank, please inform Human Resources Director Gene Breyer.

How much time can I donate to the Sick Leave Bank?
The minimum allowable donation is 1 day per year. The maximum you can donate is 10 days per year. Time donated to the Sick Leave Bank is non-refundable.

Can I donate "old" days to the Sick Leave Bank?
Yes, as long as you maintain a minimum of at least 35 accumulated days of sick leave, you can donate "old" accumulated days to the Sick Leave Bank.

Do members of the Faculty bargaining units have to donate time to the Sick Leave Bank?
No. Donations to the Sick Leave Bank are completely voluntary.

Can I designate who gets to use the days I donate?
No. All donated days go to the Sick Leave Bank in general, not to individuals.

When it's time for the annual "cash out" of unused sick leave days, can I cash out some days and also donate some days to the Sick Leave Bank?
Yes, as long as you maintain an accumulated balance of at least 35 days.

When can I donate to the Sick Leave Bank?
The AAUP and the College administration agreed to designate a time each year to "call for donations" to the Sick Leave Bank, but you may donate days any time. The contract states that if the balance in the Sick Leave Bank falls below 50 days, there can be an additional call for donations.

OK, so how do I makke my donation?
Fill out the Sick Leave Bank Donor Form available from the Human Resources Office or the AAUP Office.

Who can use the Sick Leave Bank?
Any College employee (not just Faculty members) who has fewer than 10 days of accumulated sick or personal leave, and who anticipates the need for more, may submit a request to transfer time from the Sick Leave Bank to the employee. The employee requesting time must fill out a Sick Leave Bank Application Form, available from the Human Resources Office.

Who decides if time from the Sick Leave Bank will be transferred to an employee who requests it?
The Human Resources Office will decide, based on the criteria in the Faculty contracts and other applicable and generally-accepted criteria. Conditions caused by incidents covered by workers' compensation are not eligible for Sick Leave Bank time.

How much Sick Leave Bank time can an employee use?
The maximum time transferred from the Sick Leave Bank in response to an employee Sick Leave Bank Application Form is 160 hours (20 days). If this time proves to be insufficient, the employee may submit extension applications, up to a total of 320 hours (40 days) in a 12-month period.
